This is possibly Charles Joseph Little who was born on 2 Feb 1878. He was the second child of 13 born to Joseph Little (1857-1909), a grocer, and his wife Ada Mary Gee (1856-1945). Jospeh junior was appointed as a messenger for the Electric Telegraph Office in Launceston on 1 Jan 1891. He was only 13 years old and received an annual salary of 36 pounds and a uniform. He attended the Tasmanian Exhibition with his brother Ernest and his mother’s sisters Emma and Kate Gee.
